Under the Freedom of Information Act (“the Act”) it is the duty of every public authority to adopt and maintain a publication scheme. The Information Commissioner’s Office (ICO) is changing the emphasis in the approval and operation of publication schemes to a generic model which should be adopted and operated by all public authorities from 1 January 2009.
The model commits a public authority to ‘produce and publish the method by which the specific information will be available so that is can be easily identified and accessed by members of the public’. To help local councils (parish councils, parish meetings and community councils) meet this obligation we have produced template guides to information for them to use. This and the model scheme document itself form the basis of your commitment from 1 January 2009. A local council will breach the Act if it has not adopted the model scheme and/or is not publishing in accordance with it by this date.

Upton Pyne and Cowley Parish Plan
Following nearly twelve months of effort by the Parish Plan Steering Group we are now in a position to move forward with the findings of the survey completed by a very respectable 70% plus of households within the Parish.
- The responses have highlighted a number of areas where residents feel that services/facilities can be improved and these are demonstrated within the body of the enclosed plan.
- To make this a meaningful working process for the Parish Council to take matters forward with the various partners necessary in both local Authorities and Councils we have identified a need to create 2 Action Groups.
- The first group will deal with Development matters concerning households, businesses and communication issues.
- The second group will deal with Transport, Facilities and Services.
- Each group will initially have guidance from a member of the Steering Group but we obviously need the involvement of members of the Parish to ensure the future success of the project.
We are therefore inviting people to put their names forward to participate in the Action Groups for what we are sure will be a rewarding way of getting your views and wishes heard.

Re: Upton Pyne Parish Council: Preserving the interests of a small rural parish.
Dear Mr Bowden,
I have been requested to write to you once again in my role as Clerk to Upton Pyne Parish Council.
Upton Pyne Parish Council originally objected to the inclusion of the parish within a new Exeter / Exmouth Unitary Authority. Since the original submission Upton Pyne Parish Council have initiated a Parish Plan and one of the specific questions was 'whether parishioners wished to become part of an extended Exeter'. There was a 74% return of which 70% indicated their wish not to be included within an extended Exeter.
It is hoped that the Boundary Committee will take notice of the wishes of our parishioners when it makes its final decision as a more detailed survey of local opinion could not have been undertaken.
